Express Entry
“Skilled workers” are a class of persons selected “on the basis of their ability to become economically established in Canada, and who intend to reside in a province other than the Province of Quebec” (IRPR, s 75) and are comprised of the following:
- Federal Skilled Workers—FSW
- Federal Skilled Trades—FST
- Canadian Experience Class—CEC
- Provincial Nominee Program—PNP Separate rules apply to skilled workers who intend to reside in Quebec.
The Canada – Quebec Accord mandates that Quebec has sole responsibility for determining the selection criteria and integrating skilled workers. Skilled workers destined for Quebec therefore are required to obtain a certificat de sélection du Québec (Quebec Certificate of Selection) from that province. However, issues of inadmissibility and the issuance of the permanent resident visa remain federal responsibilities, and therefore applications are also assessed by a visa officer.
