Consider the value of international students who bring with them new ideas and a global perspective. One reason that studying in Canada may be an attractive option for a foreign student is the possibility of obtaining a high-quality education, Canadian work experience after graduation, and the ability to transition to permanent residence under certain programs, such as the Canadian Experience Class (CEC) program, which provides a way to retain Canadian-educated foreign students and absorb them into the Canadian workforce. Under the Immigration and Refugee Protection Regulations (IRPR), international students are a prescribed class of persons who may obtain temporary resident status and who have been issued study permits as members of the student class (IRPR, s 210).

According to section 216(1) of the IRPR, international students may be issued a study permit if an examination establishes that they meet the basic criteria applicable to all temporary resident applicants as well as the criteria specific to students. Visa officers look at many factors before deciding whether an applicant qualifies for a study permit.
